I am unable to delete or rename the file. Norton Anti-virus software detects that trojan, but it is unable to delete/fix/quarantine the file.

You may be able to remove it by going into Safe Mode, then running a virus scan.
Reboot your computer, and just when Windows starts to load, press F8 (a few times). You should get a dos-looking menu. Select Safe Mode (which is probably already highlighted) and press Enter.
Windows will look pretty ugly - Safe Mode loads only the critical drivers to get it running, which doesn't include Video so it's in 640x480, 256 colors. And it will say Safe Mode in all 4 corners of the screen.
At any rate, what I would do is find this file and delete it immediately. Then I would start Norton and scan the computer - make sure you set it to scan everything, not just specific file types.
This time it should be able to clean out the virus as the file shouldn't be loaded anywhere. Once it's done the scan, reboot and you should be back in business.
