is it really a virus? or the working of a hacker cas it tells me that it can only be deleted by restarting the computer? or is it the anti-virus? need help? i later ran a scan and it detected nuffin =D sooo wats is it im lost??

an anti virus won't scan your computer unless told to, but it will prevent incoming viruses etc... and the restarting is like when you install a new program, its so that its all fresh and as if nothing has happened

If you have just downloaded a file, most AV software will scan it automatically. If the file is infected, yes, a popup will appear. So no, not the work of a hacker.
It's a virus alright. The reason for reboot is because the file is in use and cannot be deleted otherwise, if you don't kill the right process in TaskManager.
